I'll try downloading the DirectX 9.0c installer an give that a try when as soon as I can (I have to leave for work soon), but I was wondering if the new error code was tied to something else. I tried downloading the GFLW Disabler for Fallout 3, but it can't find the Fallout.ini file. The searches I did say that this was tied to Games for Windows Live, which I don't understand since the GOG release strips out GFLW. 'The application was unable to start correctly (0xc000007b). After I tried copying the 'd3dx9_38.dll' into both the Win32 folder and the Fallout 3 folder, I restarted the computer and tried running the game again and got this message: I'll give that a try when I'm able to see if it works. You have to install it: adding 'd3dx9_38.dll' into the Windows/System32 folder, like you did, doesn't seem correct to me. So I started searching for ways to download it off the Internet. The ordinal 42 could not be located in the dynamic link library C:WINDOWSSYSTEM32xlive.dll I found out that the missing dll file, xlive.dll comes with the Microsoft Games for Windows LIVE installer.
